Starbase moves to establish its own municipal court and police force
Starbase, the company town adjacent to SpaceX, is moving to establish its own municipal court and police department to address rising demand for local public safety services.
Starbase, a Texas city with around 580 residents located adjacent to SpaceX’s rocket factory and launch facility, is moving to formalize its municipal infrastructure. On Wednesday, the city administrator submitted a proposed ordinance—defined as a piece of legislation enacted by a municipal authority—to the city commission. This ordinance proposes the creation of a municipal court, which is a local court with jurisdiction over city ordinances. The new court is designed to operate with a part-time judge, a prosecutor, and a court clerk. Alongside this judicial step, Starbase is also establishing its own police department to handle local law enforcement, transitioning away from its current reliance on external providers.
The push for dedicated local services follows a marked increase in activity and emergency calls within the municipality. During the 2025 reporting period, the area recorded 420 calls to law enforcement, 180 calls for fire service, and 140 EMS calls. Traffic safety has also emerged as a significant concern, with 353 crashes documented in the area last year, while more than 7,000 vehicles travel Highway 4—the primary road in the area—per day. Currently, the Cameron County Sheriff’s Department has not been able to “guarantee dedicated law enforcement coverage for Starbase,” and the city’s remote geographic location “requires rapid and reliable” response times. According to the city, “These limitations have raised significant concerns among residents and city leadership,” especially as high median household incomes, rising property values, and local technology operations drive higher expectations for public safety.
To address these concerns, the city is currently working through the regulatory process with the Texas Commission on Law Enforcement to stand up the police force. The city expects that the process to establish the police department could take around six months. This infrastructure expansion comes as SpaceX launches are expected to dramatically increase over the next few years, which is anticipated to draw more visitors to the region. In its regulatory application, the city, representing the Starbase municipal government, emphasized its role in protecting local aerospace activities, stating that the city has a substantial governmental interest in ensuring the integrity of spaceflight operations occurring within its jurisdiction.
