SpaceX has filed a request with the Federal Communications Commission (FCC), the US telecommunications regulator, to launch a constellation of up to 1 million solar-powered satellites. The company stated in its filing that these satellites will serve as data centers for artificial intelligence. SpaceX described the planned satellites as “the most efficient way to meet the accelerating demand for AI computing power.” The company’s filing laid out a vision, framing the network as an initial step toward becoming a Kardashev II-level civilization capable of harnessing the full power of the Sun, while securing a multi-planetary future for humanity. A Kardashev II-level civilization is a theoretical civilization capable of harnessing the total energy of its host star.

The proposal is unlikely to be approved outright by regulators and is probably meant as a starting point for negotiations, according to analysis by the media outlet The Verge. The FCC has recently demonstrated its approach to SpaceX’s expansion requests. Although the regulator recently approved the launch of an additional 7,500 Starlink satellites, it explicitly stated it would defer authorization on the remaining 14,988 satellites that SpaceX had proposed in its request. This deferral highlights the regulatory hurdles the company faces as it seeks to expand its orbital footprint.

The plan faces scrutiny regarding orbital congestion. There are currently around 15,000 satellites orbiting Earth, according to the European Space Agency, which is an intergovernmental space organization. These satellites are already creating issues with pollution and debris. At the same time, competitors are seeking adjustments to their own deployment schedules. Amazon is currently seeking an extension on an FCC deadline to have more than 1,600 satellites in orbit, citing a lack of rockets to launch them. This request for an extension highlights the competitive dynamics in the satellite sector.

The regulatory filing also comes amid reports of corporate restructuring. SpaceX is reportedly considering a merger with Tesla, an automotive and energy company, and xAI, an artificial intelligence company. The xAI entity recently merged with the social media platform X, and this potential merger is reportedly being evaluated ahead of a potential public offering.
